Vote by Mail

In June of 2019, the State of Hawai‘i passed Act 136, which:

  • provides uniformity of voting by mail across all Hawaiʻi counties,

  • accommodates voters with special needs, offers same-day registration and voting,

  • allows for additional places of deposit for personal delivery of mail-in ballots, and

  • appropriates funds and service centers for the implementation and administration of the election by mail program.

Upon receipt of a ballot return envelope, the Elections Division conducts a signature validation.  After the signature is validated the ballot is forwarded to State Election Officials to be counted.

How to Vote by Mail on Kaua’i:

  • Ballots are mailed to the voter’s mailing address associated with their voter registration record. Voters who have moved or changed their name or mailing address must update their voter registration. Voters may check online or call the Elections Division at (808) 241-4800 to confirm that their voter registration is current.

  • All properly registered voters will receive a mail ballot packet approximately 18 days prior to the election.

    The mail ballot packet contains:

    • A ballot

    • A secret ballot sleeve

    • A postage-paid return ballot envelope

    • Voting instructions

    If you do not receive your mail ballot packet, contact the Elections Division at (808) 241-4800 or via email at elections@kauai.gov.

  • Follow these tips to ensure that your vote counts.

    • Before voting, review the instructions, contests, and candidates on both sides of the ballot. Click here to learn more about Hawaiʻi elections.

    • When marking the ballot, completely fill in the box to the left of your choice with a black or blue pen.

    • If you change your mind or make an error, contact the Elections Division at (808) 241-4800 for a replacement ballot.

  • After inputting your votes on your ballot, re-fold your ballot and seal it in the secret ballot sleeve. The secret ballot sleeve ensures your right to secrecy as the ballots are opened and prepared for counting. Place the secret ballot sleeve in the return envelope with pre-paid postage. Read the affirmation statement and sign the envelope before returning it to the Elections Division. Voters must sign the return envelope for the ballot to be counted.

  • Voters may return their ballot by mail or in-person at a designated place of deposit. Voted ballots must be received by the Elections Division by 7:00 PM on Election Day.

    By mail: Voters should mail their voted ballot 2-3 days before the election to ensure that the Elections Division receives it by the deadline.

    Voter Service Center: Voters may visit the Voter Service Center to drop off their completed ballot (Historic County Annex Building – Basement, 4386 Rice Street Līhu‘e, Hawai‘i 96766).

    Elections Division: Voters may hand-deliver their voted ballot directly to the Elections Division (Office of the County Clerk - Elections Division, 4386 Rice Street, Rm 101 Lihuʻe, Hawaiʻi 96766).

    Ballot Drop Box: Voters may hand-deliver and deposit their voted ballot in ballot drop boxes. Click here to find your nearest Ballot Drop Box.

Vote in Person

For voters who prefer to cast a ballot in person, a Voter Service Center in the basement of the Historic County Annex will be open to voters 10 days prior to each election. The Voter Service Center offers accessible voting options and same-day voter registration and voting services.
